what kind of licence is needed for using AI powerapp

You first need to access Power Apps or Power Automate portal on an environment with a database. (CDS)

Then, you need AI Builder capacity, which can be obtained by purchasing AI Builder Capacity Add on, or using an AI Builder trial license.

Note that AI scenarios which are still in preview don't require AI Builder capacity.
