Adaptive Card- Send to Outlook

I have a flow that can send me an Adaptive Card from Outlook.  This flow works when I enter my email address, but, when I enter someone else's email address, they do NOT receive the card.  It feels like a permission issue, but I do not know how to resolve:

As you are using O365 outlook connector to send the email, it will only send email to those users within your O365 tenant. 

If you tried to send out outside of you O365 organization, you may need to change this connector to Email or Outlook.com 

This is not quite related to the adaptive card content in such case as I assume
