Adaptive Card data handling error

I have built a flow that takes form inputs from an Adaptive Card, and produces a http post request to our Helpdesk ticketing system. The problem I am seeing is that when using the adaptive card, two unique tickets are being produced when the card is submitted. I have isolated it down to the card, and have tried the http request on its own, in a separate flow, and the same request produces a single ticket. 


I believe that it may be related to the 'Action.Submit' action of the card. I thought perhaps it had a button click down and up listener, but the submit action definitely is not happening until the mouse click is released, so I don't think this is the problem. Has anyone else seen similar issues when using adaptive cards to submit form data? I have also tried all versions of the adaptive card schema, that are compatible with both Teams light and dark modes, and get the same results, so I don't think its an issue there. Any guidance would be greatly appreciated!
