Flow is set up as:
1. When a new email arrives (in a specific folder)
2. Create SP file for attachment
3. Update file properties (to add more metadata to the file)
My issue is that the attachments are sensitive contracts, but this flow only triggers when tested with emails set to 'Public' for Azure sensitivity.
Is there a happy medium of information protection and the flow working?

I haven't see a configuration to set email to 'Public' in trigger "When a new email arrives" of Office 365 outlook connector currently.

I afraid that there is no way to achieve your needs in Microsoft Flow currently.

No my issue is that it only works when Public and not Internal or other sensitivity levels.
Is it possible that emails are encrypted in your tenant based on sensitivity labels and Power Automate has troubles to decrypt? Try to vote to this idea, and add your comment requirement there: Azure Information Protection Connector - Power Platform Community (microsoft.com)
