Add new Office 365 User to Sharepoint list

I'm trying to add new Office 365 users to a SharePoint List. If the User is not in the list it needs to be added in. I have 2 issues. 

1. How can I get All Office 365 Users where Account Enabled = true.

2. Some existing users don't have a business phone (business phone is an array) and for some reason they are being added in twice. I'm not sure why since they already exist in the list I thought the filter array and condition would skip over them. 

Can you see any problems with the following flow?

You could add a Filter Array under the Get users action as my screenshot below:

You'll need to Add a condition to a flow in conjunction with the Apply to Each to check or verify if users or records exist.

how do you get in filter array 2 user principle name from out as a function?
