I'm using a flow to convert a HTML template to PDF but can't find documentation on if OneDrive convert to PDF allows page numbering to be added via HTML or CSS. Does anyone know?

I did a test on my side and couldn't add a page number or set a page in the pdf file via OneDrive-Convert file action.
Convert file action is suitable for converting HTML files with only a single page, such as HTML table, which is not very friendly for converting complex files.
You could try to use Muhimbi to achieve your needs, please check this blog and see if it helps:

Also if you want this feature to be supported by MS Flow, please consider posting this idea in the Flow Ideas forum, so it might be considered for future releases.
