Is there a way I can rename the file based on the metadata value that user inputed using flow? Sample scenario: Uploaded Monitor.pdf file and add Vendor name: DELL as metadata(column), the output should be DELL - Monitor.pdf

Could you provide more details about "metadata value that user reward"? If you upload a file, where will the user enter the metadata value?
As for renaming the file, there is no direct action to change the file name currently.

Besides, you could consider using the following methods to change file name:
Use Get file content to get the contents of the file, and then use the previous output to configure Create file, which makes it easy to name the file, and then use Delete file to delete the previous file, which can achieve the same purpose as renaming.

Upon uploading a file Vendor Name is one of required column(metadata) that user will reward to the file and I want to use it's value as I rename the file.
The flow works but the Vendor Name value = ABCD is missing from the output.
Maybe you could configure Delay action in the middle, wait a few minutes after the file is uploaded, and then rename the file.

Sorry but that did not work for me, what I did is I used Sharepoint Designer Workflow instead.
