Approval Workflow without Start an approval connector

Hi everyone,

Is there a way to build a workflow which allows us to send an email with options and attachment to specific group of users? The email will have two options: Approve and Reject. In case the user rejects the request, there must be a way for them to add comments. Since there is an issue with GCC license, my admin is unable to create a Common Application Database and hence I can't use the Start an Approval connector.

There is a Send Email with Options action that you could use to send the email and get a reply.  Unfortunately, that doesn't provide an option for comments.
