We have certain resources and users which we do not want our users contacting through Teams but there is no official way to hide/ block users in Teams alone at this point.
I am wanting to create a flow which will automatically send a "no-reply" alert to users who send a "chat" message to these objects, but there is no published trigger and am not sure if you can create a custom trigger through Graph or how to create it. Any input either for a custom way to hide users in Teams or how to construct this flow would be greatly beneficial!
By the way, a status message in Teams just won't cut it for our users.

I am afraid there is no way to trigger the business scenario from Power automate side. As you mentioned, the only way would be using MS Graph API for MS Teams or developing an application by MS Teams APIs.
