I am looking to build a flow that would allow automation of sending an email reminder to specified people if their task (to turn in work) is overdue every Tuesday morning. I would need to use a list/task app (currently thinking outlook tasks) that would repeat the task on its own every Monday- but also would allow an option to manually mark something as complete if the task was completed to prevent the overdue notification from being sent automatically. So the trigger would be the task not being selected as complete. Is this feasible?

Do you mean to filter out overdue and unfinished tasks, and then send an email to assigned to user?
I did a test on my side. If you use Outlook tasks, the action in MS Flow cannot determine the status of the task.
It is recommended to use SharePoint tasks. Just change %Complete to 100 and mark this task as done.
