Can A guest user create Power Automate flows?

Is it possible for a guest user to create flows in Power Automate? License has been assigned to the user, but when they try to access the environment they get a 404 error.

I'm afraid not. Here's another thread with a similar issue:

The workaround proposed is to create a guest account in your organization, and then the guest would be able to do it. 

 

Microsoft's licensing is tricky, so I'll leave it up to anyone from Microsoft to correct me if anything is incorrect.
