Can we restrict our Power Plafrom custom connector from been used by users

We have created a power platform custom connector which integrates with external API using OAuth 2.0. but we do not want any internal user to be able to use this custom connector inside any of the flows and power apps, except the service account which created this custom connector... so can we do such a restriction ?
