This flow does not seem to work for me. However, when I nest Condition 2 within Condition 1 (in the "no" branch), it does work.

Conditional blocks in a series will work fine, but when you do it that way the second condition is completely independent of the first. If you want them dependent then you have to nest them.

Thanks! I got it to work, encouraged by your answer. I realized that I think I have to be careful when selecting the fields for the second condition and making sure they are coming from the correct source (in my example "when item is created or modified block").
