When I try to Create page in section I am prompted to select the notebook key. The issue is that it only shows me my personal notebooks. I cannot select the notebook that is hosted on the Sharepoint site. I also don't have the ability to manually enter in the notebook key (which I can't find).

I have made a test and the issue is confirmed on my side. Currently, you could only select your own personal Notebook and a Shared Notebook when using the OneNote connector within your flow, the SharePoint Notebook is not available within the OneNote connector. The screenshot as below:
Selecting a Notebook hosted in a SharePoint site is not supported in OneNote connector of Microsoft Flow currently, if you would like this feature to be added in Microsoft Flow, please submit an idea to Flow Ideas Forum:

Yes, I wonder if the OneNote (Business) connector is down. I cannot even get connected to it in order to add one action in Flow.
