I am attempting to build a flow so that when a new excel file that contains the results of an individual's survey is created in my OneDrive, it sends the file to the individual that took it.
How would I be able to vary the email addresses in accordance with the singular person who took the survey?

Yes, if you can collect the email of the user who submitted the survey as a dynamic value, then you can use that dynamic value as the email to send an email to. If survey doesn't collect this automatically then you can just add a field to the form for the user to include their email address on.
