Collect Document Feedback

We're looking to replicate a standard OOTB SharePoint workflow whereby you can manually start a workflow to collect feedback from a group of individuals, a link gets sent to them to go somewhere and fill in feedback, which is stored centrally and then emailed back to the originator. Feedback is available by accessing the workflow associated with the document. even after the workflow has ended. 

Is similar functionality possible in Power Automate?

I think your requirement could be achieved with Power Automate and you could take a try to achieve the requirement with Power Automate.
