Compare Sharepoint List to non-existing users

Hello,

I have a task to do and cannot figure out how. Im new to sharepoint flow.

1. I've created a Sharepoint List, where all users are added with information of what they declared in MS form. - Step Done.

2. Now.. The interesting part - I need to send email reminders to all Company employees, who did not fill the form as a reminder - basically they are not in the sharepoint list. 

I thought of using initialize variable but cannot think what to do next with it: I imagine creating String 1 of Existing List (value: MS submitted List) and compare to String 2 of non-existing but how to add value here..? 

Any ideas how to do it would be amazing..
