HI All, I would like to connect to this public API and have my PVA bot fetch back data. Is it possible to accomplish this without premium connectors? It would be a search command to get NPI numbers of providers using various search criteria such as last name or location.
I have not yet built anything like this so looking for advice.

Yes, its possible to connect to a public API using Power Automate and retrieve data. But it will require a Premium license.
Sorry, I'm not familiar with the details of that particular API, so I'm not sure how it would be used for a Search. But any HTTP call will require a Premium license.
