I'm trying to create a flow that copies an excel file from a template and updates rows of the copied excel file with responses from a form (trigger).
The part I am struggling with, is the excel update row - I can't seem to use dynamic data for the file name, without getting a "Cannot evaluate the parameter 'file' at design-time; it is empty or has a runtime expression" error.
Is there any other way I can update this file.

Do you want to insert row in to a new copy excel file in sharepoint library?
The error told that the flow couldn’t evaluate the parameter that you filled in the “File” field.
I have made a test and the issue is confirmed on my side. if use the dynamic content of the file name in “File” field “Add a row into a table” action of “Excel (Business)” connector, when fill in some value in the table field, the action would pop-up the error “Cannot evaluate the parameter 'file' at design-time; it is empty or has a runtime expression.”
You could select a file in the “File” field using the File picker of the field.
Using the dynamic content file name in the “File” field “Add a row into a table” action of “Excel (Business)” connector is not supported in Microsoft flow currently. If you would like this feature to be added in Microsoft Flow, please submit an idea to Flow Ideas Forum:

I'm struggling with the same issue. I cannot use Excel - Add a new row connector because It needs the file path to the actual file. It doesn't work if you just created that file (with a file that doesn't exit yet)
Is there a way to work around this Wheatcroft, v-yuazh-msft ?
