Create Flow to insert only new records into a table based on another table

I have two tables, one called Projects one called Ratings in Dataverse. The Projects table contains records from an external source (MSSQL) using a Dataflow. This table is a holding table to first get the data into Dataverse do some updates then insert it into the final table Ratings where it is used within a Model Driven app and other functions.

 

I have created a flow which runs on a schedule (There is a reason for this) and I'm trying to insert into the Ratings table only new project records. I can't figure out the best way to do this. I come from a MSSQL background and the way I would handle this is via a view which would be based on the Projects and Ratings tables where a project record doesn't exist in the Ratings table. Then simply insert all record from that view.

 

How can I achieve this with a Flow?
