Create a Task in Task planner from Smartsheet

Im trying to build a Flow where a task is created when a row in the Smartsheet is updated. 

Currently, I have 50+ rows that are populated with project information. When the time comes each of these projects will be assigned to a person, which is a field on a row under a column. When a person's name is entered in that field I want to create a task in the planner and assign that that task to them. 

I know we can add a new task when we add a new row, but is there a way to create/update a task when a row is updated on a smartsheet? 

Any advice will be much appreciated.
