Create user Azure Ad action empty fields throwing error

I'm trying to use the Create User action in Power Automate. The front end is a Microsoft form that captures the info to create an Azure AD account. I have a mobile number field that sometimes needs to not be filled as some users don't have mobile number (for work) however the flow fails with error "Invalid value specified for property 'mobilePhone' of resource 'User'". How do I fix this?

Is MFA or SSPR (self service password reset) enforced in your tenant?  I read it causes mobile to be required.

No MFA nor SSPR enabled. It works if I don't populate the Mobile number field with the dynamic content from the form In the Create user action. I'm avoiding the need to create another condition ((if mobile number is provided or not) with 2 create user actions; one with mobile number dynamic content filled in and the other empty.
