Data operations actions are missing in Flow

i have couple of licences and for one of them Data operations actions are missing. these:

it is not on the menu

Could you share me the screenshot about your Date operation details?

Like this:

Maybe your Compose has been translated into Create?

Can your other actions be used normally?

it seem like it was replaced with Create action, but then Filter array is not working properly:

failed: The evaluation of 'query' action 'where' expression '@greater(lenght(item()), 0)' failed: 'The template function 'lenght' is not defined or not valid.'.
