Delete from SharePoint based on Excel file contents

I'm trying to compare a SharePoint list with the contents of an Excel table.

If the value in the SharePoint column "StaffNumber" does not exist in the "Person Number" column of the Excel table, then I want to delete that SharePoint record.

I've built the flow below. The comparison works fine as I've check the count using a variable. 3 records should be deleted, but for some reason, I just can't delete them :

I'm not getting an error. The issue is that no records are being deleted.
