I have a process for approving an employee's change in status. The Manager fills out the form, but there could be times when an admin will fill out the form on behalf of the Manager. The Manager needs to approve the status change form. Can I configure the approval action so that if approver/manager = submitter, it will automatically mark it as "approved" and advance to the next level of approval?

Have a look at Scott Shearer's solution to your exact condition.
Exclude an Approver if they are the Submitter(Requester)
Hope this helps.
