Error "The sender with objectId '0cc1008b-8418-4ab7-a8a9-12be5d4c330b' is not a member of the chat."

I am trying to have Power Automate send a group chat in Teams when a Microsoft Form submission is received.  The flow works fine when there is only one chat participant, but errors out stating: "The sender with objectId '0cc1008b-8418-4ab7-a8a9-12be5d4c330b' is not a member of the chat." when I add multiple chat members.  The chat members populate from the pick list so I am pretty sure the users are entered correctly and are authenticated.  Any help would be appreciated.
