In the Excel List Rows action, there is a time format option under Advanced. You can select ISO, serial, or custom. However, when I select custom, no matter what I insert, I get an error that it expects one of the options to be selected. Has anyone had success entering a custom date/time format here? If so, did it need quotes around it?
Its an enum that can not accept any third value. You can select all the data and then run a Select action within which you can use formatdatetime to format the date. It is difficult to achieve formatting when working with excel. Refer below thread...

I guess there technically is no solution to the question i posed, since I asked if you could add a custom date format directly in the List Rows action. However, your answer clarified that Power Automate does not allow custom formats here, but you can use Select, Compose, or other options to convert numbers or text back to dates and format the dates. Of course, these other actions mean you have to apply that action to all date fields that come from your Excel file. Fairly simple if you only have one, but more complex if you have several date columns.
