We have a workbook with a large number of sheets - one for each staff member. Each sheet records some 'preferred to be private' information and we email this out as a pdf per staff member each week.

But my flow is getting stuck getting the data from the sheets to do anything.
I've tried with or without attempting to create the sheet as a new workbook file first; but the hangup seems to be that there is no 'content' output from the Get worksheets action, so I either can't create a new file with the worksheet content, or I can't convert a worksheet directly to a pdf because the Convert file action only accepts a file as input.
Any workarounds or obvious things I've missed?

I have made a test on my side and I afraid that there is no any way to achieve your needs to convert each sheets in a excel to a pdf file.
As you said, there is no 'content' output from the Get worksheets action,so you either can't create a new file with the worksheet content, or convert a worksheet directly to a pdf because the Convert file action only accepts a file as input.
