I am trying to further improve the flow I have built for project authorization forms. I am taking information collected from Forms, take a tempalte I have saved on Sharepoint with Field Properties (columns are created on Sharepoint too), then have a copy of the form saved on sharepoint so our internal review process can commence. The flow doesn't fail, it just never terminates.
Currently we are using Forms to complete the process.
This is just a test form I am using before I fully implement on the project authorization form.
I have drawn from the following links to try and solve the issue.

You said that “the flow doesn’t fail, it just never terminates”. Do you mean that the flow keeps running?
By the way, on which action does it keep running?
According to your description, it seems that you would like to trigger the flow when a response is submitted in Microsoft Forms, then copy a template from one library to another and update file properties from the form responses.
I have made a flow likes below for testing which will stop running as soon as it is succeeded.

@v-yamao-msftcorrect, it keeps running. It runs on the copy form - it then says bad gateway when I end the process and look at the reason.
No luck with updated flow. 'When new response submitted' applied from start.
Could you share more details on the file you are trying to copy?
How large is the file?
Please share more info to help reproduce this issue.
@v-yamao-msft, it is a template with custom properties to correspond to the fields in the form -this makes it a fairly regular sized word file.
