I am new to flow and would be looking to build the following for my service department. I have been trying a lot of configurations, but nothing has been complete so far.
1. Somebody fills microsoft form
2. The form is saved as a pdf
3. Automatically send the pdf by email to me and the person who filed the form. The answer should include a unique ticket number.
Basically, I want to be able to send out an automated request with a tracking number and a copy of the person's answers.

If you want to save the form as a pdf automatically, I afraid that there is no any way to achieve it.
You could take a try to insert the form response in an existing excel table in your onedribe for business, and then convert the excel to be a pdf file.
I have made a test on my side to create a excel table as below:
