I'm working with a client to build some approval flows and have started getting an error showing on all Flows. The message is:
HI @SuzanneHunt76, it usually means you've used up your number of available flow runs for the month. If it keeps apearing like that make sure you haven't got a flow that is constantly looping and using up your quota very quickly. You can check this by going to the details screen for each flow and seeing how often it is being triggered.

That might be it, although it was last run week ago (July 30) and I'm still getting the error now (although today it is saying it will be refreshed in 00:01:46). Do you know if it refreshed on the 1st of the month or is it an anniversary type date?

As @RobElliott described, it seems that your quota for the current month has been used up, so the relevant Flow cannot be run during the month.
These flows will not work until the new quota is available next month.
If you have the appropriate permissions, you can check the Admin center and see more details on the quota.
Alternatively, you can visit the Power Platform admin center to see more Analytics.
