Hi there,
I spent a serious amount of time trying to find out how to @mention someone from dynamic content (rather than hardcoding in a name - which was not useful) in MS Teams when flow posts to a channel.
The majority of people out there are trying to stick it in json code or in some HTML - which you can - but you have to fetch with the action 'Get @mention token for MS teams' first.
You must have the Universal Principal Name as the key - so you probably will need to have 'Get User Profile' fetched in the flow PRIOR to the fetch for the token, depending on your source data.
So when writing your flow post or adaptive card - you then use the @mention token from the dynamic content list - rather than the persons Displayname/email/whatever from AD.
You can do this as many times as needed.
