I wondered if someone might know why the outputs is different when you retrieve the Response Form details using a custom value for the Form Id instead of picking a name from the dropdown list?

This seems to be by design, but this does not affect the reference of the answer. In the Dynamic content option, we can see the corresponding question name.
In fact, when we want to get the answer, we need to pass the question id instead of the question name.

So I need to use a compose and pass the question id for each question on the form?
Not a big problem, but not very efficient to be honest.

I did a test, even if it is filled with form id, I can get Dynamic content.
Is the form you are using a group form? Maybe you can try to update the connection and see if you can get the Form id from the drop-down list.
It is recommended to get the Form id directly from the drop-down list, if the type of Form is not group form.

@McMonty consider to open a microsoft support case, Maeby it's a bug in your tennant. I test as @v-bacao-msft and I'm able to see the dynamic content.

I think the problem is that I don't get the Form Id from the dropdown, I get it from CDS when a response has been submitted.
This is my scenario:
I'm using Forms Pro to register users for different events, so I end up with several Forms. I don't want to have to create a Flow for each Form, which is what I would have to do if picked the Form Id from a dropdown. So I use CDS when a survey response record is created, get the Form Id from there and then use that to Get response details. That's where the problem is, I don't seem to be able to get Dynamic Content that way.
