Forward an email alert once every 8 hours. Ignore and move if forwarded in last 8 hours.

Hi Everyone,

 

I want to create a flow to forward an email alert once every 8 hours, if it is reported in the last 8 hours, simply move it to a folder.
Please advise a logic.
