French Not Rendering Correctly in Attachment



I am building a flow that reads a CSV in French, does some data validation, and returns the CSV in an email attachment. When I return the data validation csv, which has a new column that contains error messages, it is rendered incorrectly within Excel. It appears as follows (for example):


La date du dépistage semble trop tôt pour être crédible.


I would like it to render as:

La date du dépistage semble trop tôt pour être crédible.

When I use the CSV import Wizard and select UTF8 encoding, it renders correctly. When I open it just by a double-click, I get the unwanted characters. Is there a way to specify encoding when base64 encoding the characters for the attachment? Any suggestions for getting the proper rendering?
