Get File Metadata Failed but needed for Etag in Content Approval

I am building a flow to approve content in share-point.

I figured out from here that i needed to have the  Get File metadata connector in order to generate the ETag field required in the Set Content Approval Status but the get file metadata fails each time, I feel caught in a catch 22.

What the Get file metadata action requires is Identifier.
