Getting PDF documents from disk and sending them with O365

I am building power automate which extracts PDF documents from disk and I am sending that PDF documents in attachment of the email.

I am extracting several files form file system and putting them into array to send it with email.

I am attaching that array into into array in attachments field for O365 Send Email action.

I am getting this attachments but attachments are empty, do I need to encode this PDF documents or process them differently?

When I open document I am getting this error XREF error.

I have solved the problem without using the double quote (") when storing information in ContentBytes.
