Grant access to an item or folder will not always create uniqie permsion for the list item, incase the user already has access

I want to implement a scenario when adding a new item to grant specific user view permission on the item in additional to the other SharePoint groups inherited from the parent list. so i added this MS flow action:-




but this step will only assign unique permission to the item in case the user does not already have read permission or higher.. but in my case i want to always assign unique permission to the item even if the user already has access,, can i do it using MS Flow?
