How do I automate a flow to send consolidated email when date is due?

Hi, I would need help to create a flow to send out consolidated emails. 

1. Emails to be sent 1 day in advance before due date (Column D)

2. Consolidate rows in excel for same project ID and create a HTML table in email

3. Send to person-in-charge of the project ID (*Even if the person is in-charge of a few projects, I would need to trigger emails according to the project ID as reference) - So each email will be for individual projects

Have tried a few ways but can't seem to make it consolidate accordingly. - I tried to identify the unique Project ID first, but how do I pick out the details? (Especially the email address to send to and the Subject and contents (*other items other than the things to be shown in the html table) to be put in the email)

I set up a flow, you can take a try with the following screenshots to see if it helps

This is my test excel. My date today is 10/8/2021.

Flow in details:

Expression1:formatDateTime(item()?['Due Date'], 'yyyy-MM-dd')

Expression2:addDays(utcNow(), 1, 'yyyy-MM-dd')

Expression1:item()?['Project ID']

Expression2:item()?['Name']

Expression3:formatDateTime(item()?['Due Date'],'yyyy-MM-dd')

Expression4:item()?['Listings']

After Flow runs, Lily will receive two emails and test2 will receive an email.
