How to Create a Document Library on a different site collection using Power Automate

Hello,
I Keep getting the following error when running an HTTP Request to create a library on a different site collection.
The URL and Site Name are provided by a user on a PA form and a string variable holds the URL.
I tried using the variable, and I tried using one of the canned sites that come up through the dropdown.

I am attempting to only create a document library without assigned permissions, that will happen later.
Can I do this?

That worked! Plus I saw that I had " " vs ' ' around Base Template 101
If the library doesnt use a content type would the properties be set to false?
