Hi I am trying to create a pdf file from PowerApps while trying to attach the pen input image. Flow picks up the email that comes through from powerapps, stores the file in one drive and converts to pdf. Everything apart from the image is coming through. The image shows fine on email. Is this possible to do?

I've written a blog post which shows how to actually include the embedded images on the Outlook email to the PDF with PowerAutomate using API conversion service from ConvertAPI. If you have resources & skillset, you can write your own conversion service in Azure which can then be called in PowerAutomate, have provided insights on the blog post.
