How to send one email with information of several rows based on account number in excel?

Hello I am currently trying to construct a flow to send out emails for cancellation notices for my company. Customers can have more than one policy which needs to be cancelled. capture 2.PNG

I need to create a flow which iterates through the excel sheet, sending an email to each person attaching a file to each (which I already need to do). Where I am struggling is where to get started/how to send just one email to the same customer if they have multiple policies being canceled. How can I test whether multiple policies have the same account number, therefore only sending one email with both cancellation notices?
