Licensing for Child Flows

I am wondering whose API Limit the Actions in a Child Flow count towards.

Scenario:

  1. Power App has a button which triggers a Parent Flow.
  2. Parent Flow triggers a Child Flow.
  3. Child Flow executes and responds to Parent Flow.
  4. Parent Flow responds to Power App.

 

Both the Parent Flow and Child Flow are using Standard Connectors (nothing Premium), and all users have standard Office E3/E5 Licenses on their accounts.

In the "Manage Run-Only Permissions", all Connections used in the Child Flow are using the specified connections of account X (not the Connections provided by the run-only user).

In the "Manage Run-Only Permissions", all Connections used in the Child Flow are using the specified connections of account X (not the Connections provided by the run-only user).

If customer set 'manage run-only permission' on the child flow, the api throttling would count under the specified account.
