I do some simple tests in order to set up something more complex later.
When I want to retrieve all O365 users, with the URI "https://graph.microsoft.com/v1.0/users" I don't retrieve the whole list. For that, I would have to get the data.nextlink and make a loop.
How can I create a loop that will make a GET of the nextlink?
How can I make sure that once all the pages have been browsed, add the results in an HTML table?
For the moment I can only get the first result page.
If I am not precise enough, or if any information is missing, do not hesitate to let me know...

The Search for users action can be configured without any parameters, it will return all users.

Have you tried using the Search for users action directly? Without setting Top and Search term, all entries are returned by default.
