Missing Folder when Copying over a Library

Hi I have a flow that copies a set of folders from a template SharePoint site over to a newly created SharePoint site and I am having an issue where there is a library of folders and all but 1 are copying over.

Here is the flow:

length(split(items('Apply_to_each_5')?['{Path}'],'/'))

All the folders have at least 2 sub folders in them the only one not moving across is shown in the next image.
