Multiple triggers running without conditions being met

Good Day All

I have an issue in a flow with multiple conditions. 

The flow triggers when an Item is added in a SharePoint list. 

In the list, 2 of the columns are used to trigger the flow.

The Conditions needs to have the following:

Condition 1 = Department A, B, C with user A

Condition 2 = Department A, B, C with user B

Depending on the 'user' option, the flow has different steps. 

The issue I have is that doesn't mater if user A or B is chosen, both Condition 1 and 2 triggers

Any Advice with be appreciated
