How to use eMail Subject for existing OneNote Section to create Page?
Both of following failed:
This Flow works for a fixed Section Name but not using eMail Subject for Section Name.

I believe you already have a section whose name matches exactly with the email Subject, right?
Haven't tested myself, but, According to the official doc for OneNote Business connector:
"Notebook section. If you want to provide a custom value for the Notebook Section parameter, please specify it in the API URL format. The api url pattern: https://www.onenote.com/api/v1.0/myOrganization/siteCollections/{siteCollectionsId}/sites/{SiteId}/n...

So, you wanna create a new section, Section name to be taken from email Subject, right?
If so, my suggestion is to use action 'Create section in a notebook'

Most basic form of what I need is append eMail to existing Page. I need Subject text to select NoteBook, Section and Page; pertinent text prefixed by OneNote and enclosed by Curly_Braces as follows:
SUBJECT "RE: OneNote{NoteBookName,SectionName,PageName} *.*"
Content to append is combination of ReceiveTime, SenderName, remainder of Subject with Body minus eMail signatures with SeperatorLines.
