Problem with flow containing SP item change notification

I am working on a flow that will send an email when the column "Notes to submitter" has changed from what was there previously.  Currently I use a Infopath form for users to submit project requests.  In that form there is a section that is only visible to our team that has the "notes to submitter" field. Our team uses the same form to update the notes to the submitter and project status.  The problem I'm having is when I open the form and make no changes to that field the flow is still triggered as something changing.   Is this due to using the infopath form?  I've included screenshots below of my flow and formula.
