Renaming excel files xlsx to xls

I am trying rename a excel file "anything.xlsx" to "anything.xls" 

When the file ends with: ".xlsx.

If yes, I create the file.

If no, I create the file using replace (name,'.xlsx','.xls')

But the flow not works. Can you help me?

I did a test on my side, replicating your workflow more or less, and it's working fine:

I made some changes to the email rules and it worked. Thank you for your help
