I am trying to replicate a successful flow in Excel business so that it is not linked to my Onedrive, but based on a sharepoint site.

This is quite helpful, But I think my problem is conceptual.
Do I need to issue each row with a unique ID as a previous step?
Should the Key Value be the type of data the update row is looking for?

Does not have to be ID but I do not know your data so it is hard to say. The update row action looks at your table and the column that you specified and looks for the value (could be ID or name or any value) and once it finds a row with that value it updates that row.
Right, I see. So I would use this to update a specific row if I knew which row I wanted?
I want my flow to update all rows which meet the above condition. Is there a way of using "current" or something?
Maybe I am using the wrong function...
First get a list of all the rows, then add a contion for what you are looking for. YOu only need the contion if you don't want to update all. In my example I am only updating records where the name is "Bob". Then our Key Value is dynamic so we are looping through the entire table.

You could choose a column in your excel table as the Key column, and then choose the column's dynamic content in the Key Value field.
Please make sure the key column in your table would have a unique value in all rows of your table.
And the key column and key value would be used to identify a single row, so don't update the key column's value in flow.

I started again from scratch and managed to get it working using the solution above.
I think the actuall problem might have been I was using a group location for one flow and a sharepoint location for the other, but I'm not sure what I was doing wrong. the first time round.
